CERTIFICATE OF CHANGE OF RESIDENCE CCR
Every algerian citizen, registered as the main within any consulate or embassy, who had been residing abroad on regular basis without interruption for a period of (03) years and wishing to return definitively to homeland , has the right to take advantage once, from the certificate of change of residence ; C.C.R.
This certificate would enable the citizen to transfer his car and his personal effects with exemption from customs duties as well as the exemption of foreign trade procedures, in accordance with the conditions and measures prescribed by the Finance Act.
The conditions for receiving a C.C.R are as follow :
- The consular registration of the main
- A proof of residence abroad for three years without interruption
- Not to take advantage of the certificate of change of residence before in another place
- The total amount of the personal purposes should not exceed:
* 8,000,000 dinars for students and trainees
* 10,000,000 dinars for the other categories
Regarding the vehicles:
- The power of tourist cars should not exceed 1.800 cm3 (gasoline)
- The laden weight of utilitarian car should not exceed 5.950 tons
- Any vehicle with wheels subject to registration
- The vehicle above-mentioned should be new at the date of importation.
Citizen should query about the technical specifications of the vehicle at the consulate services before buying it or visit the Algerian customs website.
File should be presented as follow :
- The citizen should make a written declaration, attesting that he/she did not took advantage of any certificate of change of residence before, and he/she will shift his/her residence place permanently to Algeria
- The consular registration card;
- A copy of the residence card with proof of three consecutive years ;
- An inventory of personal belongings with the case statement, the quantities and prices;
- The professional status certificate (employment certificate / Commercial Registration / certificate of study ...);
- The car bill and a copy thereof;
- The customs or gray card and a copy thereof;
- The certificate of origin if new car;
- The model, the type as well as the registration number of the car, should be illustrated on the inventory list click here to download - The list must be sent via email to cgalg.consulaire@gmail.com, including your first name, last name, and contact number.
- Fees are applicable (Tax stamp duty on the certificate of change of residence, the inventory and all the related legalizations).
Notes
- The inventory list should be provided as word or excel files and adopt the US dollar as a currency
- The procurations are not accepted
- The consular registration will be cancelled automatically when a CCR is delivered
- The CCR application and retrieval should be upon personal attendance with an identity document.
- Incomplete applications will be rejected
- The validity of the certificate of change of residence is six (06) months from the date of its issue
- The new car should enter algerian territory no later than one month from the date of its registration
- Marine vehicles (boats, marine boats and other ...) are subject to customs duties and procedures of foreign trade
- Change of residence with activity shift to Algeria or creation of new one is subject to other legal and regulatory provisions
Customs clearance procedures for personal effects, including the vehicle, are carried out in the presence of the beneficiary of the change of residence certificate themselves; the use of a power of attorney is not permitted.
